On July 7, 2021, the Panel of Experts on Automobile Insurance Contributions (Panel of
Experts) released its report on the amendments to automobile insurance contributions
proposed by the Société de l’assurance automobile du Québec (SAAQ) for 2022 through
2024.

Context of the Most Recent Mandate of the Panel of Experts
The Act
respecting the Société de l’assurance automobile du Québec provides that, before
amending insurance contributions, the Société de l’assurance automobile du Québec (SAAQ)
must obtain the opinion of a panel of experts.
The mandate of the Panel of Experts is to review the approach taken by the SAAQ to determine
insurance contributions and check the data used in support of the proposed regulatory
amendments. The Act also provides that the Panel of Experts must hold a public consultation
to obtain the opinions of interested groups and individuals regarding the amendments to
insurance contributions proposed by the SAAQ.
As part of its most recent mandate, the Panel of Experts was required to render an opinion on
the amendments to automobile insurance contributions proposed by the SAAQ for 2022 through
2024. The SAAQ had published the proposed amendments on April 30, 2021 in a discussion
document entitled Proposed Insurance Contributions for 2022-2024
The Panel of Experts was comprised of three members representing the actuarial, financial and
insurance sectors. The three members were Ms. Louise Dagnault, chartered professional
accountant, who acted as Chair; Ms. Micheline Dionne, actuary; and Mr. Guy Leblanc,
attorney. The three members had been appointed by the Government on January 13, 2021.
