The Panel of Experts on Automobile Insurance Contributions (Panel of Experts) consists of three members. These members were appointment by the Government on January 13, 2021.

Louise Dagnault Louise Dagnault

Chartered Professional Accountant
Chair of the Panel of Experts

Ms. Louise Dagnault is a chartered professional accountant. She holds a degree in business administration and accounting from Université Laval and is a member of the Ordre des comptables agréées du Québec. She has been a partner at the Mallette professional accounting firm in Québec since 2003, and is a member of the firm’s professional quality and training committees as well as its IFRS team. Throughout her career, Ms. Dagnault has conducted audits of many public and private companies in the insurance, pension, health and social services, natural resources, labour organizations, manufacturing, high tech, services, distribution and non-profit sectors. She has also served on task forces dealing with various public interest issues, such as the administration of supplemental pension plans. She was a member of the Panel of Experts during the first four mandates. Ms. Dagnault is taking over as chair of the Panel of Experts for the current mandate.

Micheline Dionne Micheline Dionne

Actuary
Member of the Panel of Experts

Ms. Micheline Dionne is an actuary. She holds a degree in actuarial science from Université Laval, is a Fellow of the Canadian Institute of Actuaries, an international ambassador of the Canadian Institute of Actuaries, and an honorary member of the French Institut des actuaires. Over the course of her career, Ms. Dionne has worked as an actuary, director, general director, vice-president, senior vice-president, appointed actuary and chief actuary for major insurance and reinsurance companies as well as actuarial consulting firms. Ms. Dionne is a member of the Institute of Corporate Directors and currently sits on the Board of Directors of Assuris, an organization that protects policyholders if their life insurance policy fails. She also chairs two task forces of the International Actuarial Association.

Guy Leblanc Guy Leblanc

Attorney
Member of the Panel of Experts

Mr. Guy Leblanc is an attorney. He holds a law degree from Université Laval and was admitted to the Barreau du Québec in 1982. Mr. Leblanc specializes in the areas of liability and insurance. He has worked for the law firm Carter Gourdeau since 2010. M. Leblanc acted as Bâtonnier of the Barreau de Québec in 2011-2012 and has sat on various committees of both the Barreau du Québec and the Barreau de Québec. As part of his involvement in community affairs, Mr. Leblanc was chair of the Board of Directors of the Œuvres de la Maison Dauphine, an essential service for Québec’s street youth, and currently serves as secretary. He is also a former chair of the Fondation de la Maison Dauphine.
